China's strategic deployment of industrial policies is entering a new phase of systematization and full-chain penetration. This marks a shift in the boundary of state industrial intervention from the previously more concentrated 'industry targeting' to a more systematic and pervasive 'omnipresence of industrial policy'. The underlying logic of this shift is a comprehensive strategy to address internal structural challenges and intensifying external competition.
Firstly, the broadening of the policy scope means industrial support is no longer limited to a specific emerging industry. China is extending policy coverage from upstream key inputs (such as rare metals, special materials, semiconductor equipment) to midstream industrial equipment manufacturing, and further down to downstream applications, services, and frontier technologies. This full-chain layout aims to ensure that China can establish unshakeable control and technological barriers at every node of the industrial chain, effectively reducing dependence on external high-tech technologies while deepening self-reliance and control.
Secondly, the focus of policies in existing mature industries has subtly changed. Faced with overcapacity and price pressure, policies are no longer just encouraging scale expansion but are shifting towards promoting 'technological upgrading' for enterprises. The core logic is to require enterprises to enhance production efficiency and product added value through technological innovation, thereby occupying a more advantageous position in market competition, rather than simply relying on cost reduction to capture market share. This mandatory requirement for 'technological upgrading' is a key driving force in pushing China's manufacturing sector up the value chain.
Furthermore, the application of policy tools is adapting to changes in the macroeconomic environment. Against the backdrop of slowing domestic demand and increasing capital allocation pressure, China is adopting more refined resource allocation strategies. This manifests as stricter 'recentralization' and 'precision management' of financial resources, fiscal expenditure, and local industrial clusters. The government is using tighter coordination mechanisms to guide limited resources towards national strategic priority areas, which is not just an adjustment in fiscal management but also in reshaping the logic of state-owned capital and the financial system, making the role of non-market factors in resource allocation more prominent.
From a global perspective, this policy upgrade has generated significant spillover effects on the global industrial chain restructuring. The continuous deepening of China's industrial policies is consolidating its trade leadership in global manufacturing in an accelerating manner and deepening foreign enterprises' dependence on China's supply chain. This is not only reflected in the growth of large-scale export trade surpluses but also in the control over key technologies and core components. For other global industrial powers, this means the intensity of competition will further increase, forcing them to make deeper strategic adjustments in technological innovation and supply chain resilience.
However, this systematic expansion also brings inherent tensions.
